All skulls, no crossbones. Great shot.

In answer to your question, I think it’s for wedding shopping, rather than a wedding venue. Will try and Google it.

Looks like it’s perhaps somewhere near a market …are they for sale? [I've seen a lot like this in Old Mexico on street markets] Or was it just all hanging there? No matter, I like the composition of this photo!!
